Congressional Quarterly Vote Studies:
Each file in the Congressional Directory contains the results of
eight Vote Studies, assessing the performance of each member's voting
record, (members of Congress elected for the first time on November 6,
1990 have not yet been rated):
Four of the studies are ratings compiled from the following special
interest groups: Americans for Democratic Action, the Committee on
Political Education of the AFL-CIO, the American Conservative Union,
and the Chamber of Commerce of the United States (100 representing the
highest rating).
The other four studies were compiled directly by the Congressional
Quarterly:
Presidential Support:
A percentage score showing how often a member voted with the
president on votes where the president tool a clear position.
Party Unity:
Party Unity votes are defined as recorded votes that split the
parties, with a majority of voting Democrats opposing a majority of
voting Republicans. The Party Unity score represents the percentage of
Party Unity votes on which a member voted "yea" or "nay" in agreement
with the majority of his or her party.
Voting Participation:
A percentage showing how often a member voted "yea" or "nay" on all
recorded votes.
Conservative Coalition:
Any vote on which a majority of voting Southern Democrats and a
majority of voting Republicans opposed the stand taken by a majority of
voting Northern Democrats. The score represents the percentage of
conservative coalition votes on which a member voted "yea" or "nay" in
agreement with the position of the conservative coalition.
